Valenzuela to impose no-contact apprehension on busy roads

By the end of August, Valenzuela will implement a no-contact apprehension policy (NCAP) on some of the busiest roads in the city, using CCTV cameras and other gadgets to capture errant motorists.

According to Mayor Rex Gatchalian, McArthur Highway is one of the highways to be included in the program's first stage.

Currently, before the launch of the NCAP strategy by the end of next month, the town government is "installing cameras, perfecting analytics, fine tuning punishments" and drafting the implementing laws and regulations.

Notices to be mailed

In cooperation with the Land Transportation Office, motorists whose violations are caught by highway cameras will be monitored. They will receive a notification of breach via postal mail. The date, time, location and type of traffic violation committed will be included.

However, City Public Information Officer Zyan Caiña said the vehicle's operator / owner would be fined, not the driver, with an opportunity provided to the offending party to challenge the breach.

The NCAP policy is the first component to be introduced in the town of a wider traffic management system. In order to create revenue, the local government also plans to install parking meters in chosen fields.
